Todd Van Horn is a Berkeley Springs, W.Va., native and has served as the director for Frederick county since 2018. Currently, he serves as chair of the Strategic Planning Committee and is a member of the Compensation & Benefits Committee. He is a Certified Cooperative Director, and in March 2022 completed the Director Gold program.

Todd is a copper, fiber splicer and the compliance officer for Frontier Communications, a telecommunication company in Martinsburg, W.Va. In his work at Frontier Communications, he serves on several committees, including fiber to the home, safety and time motion study panels. Todd graduated from Berkeley Springs High School in Berkeley Springs, W.Va., and Fairmont State Univeristy. At Fairmont State, he studied safety engineering and earned a bachelor’s degree in technology education.

Among his personal accomplishments, Todd designed a technological lab for East Fairmont Middle School and received a grant for the construction of the lab. Along with this, he won the state competition for his technological lab because of its creativity and efficient design plan.

Todd was a teacher at Sherando High School and coached football and softball there, as well as served as ski club sponsor. He has also held the titles of vice president and president of technology education students at Fairmont State.

Todd and his wife, Crissy, live in White Hall along with his parents and two daughters, Emma and Lauren. The Van Horns attend White Hall United Methodist Church and enjoy contributing for fundraising for the annual fall festival by helping to produce over 80 gallons of handmade ice cream. Todd enjoys spending time with his community of neighbors and serves his neighborhood by plowing and salting roads every winter.
