Todd Van Horn is a Berkeley Springs, W.Va., native and has served as the director for Frederick County since 2018. Currently, he serves as chair of the board. He is a Credentialed Cooperative Director, and has completed the Director Gold program through the National Rural Electric Cooperative Association.

Todd is senior ISP/OSP Manager at B&D Communications, where he applies his extensive expertise in the industry. He previously worked as a skilled cooper fiber splicer and served as the compliance officer for Frontier Communications. Todd graduated from Berkeley Springs High School in Berkeley Springs, W.Va., and Fairmont State University. At Fairmont State, he studied safety engineering and earned a bachelor’s degree in technology education.

Todd was a teacher at Sherando High School and coached football and softball there, as well as served as ski club sponsor. He has also held the titles of vice president and president of technology education students at Fairmont State.

Todd and his wife, Crissy, live in White Hall along with his parents and two daughters, Emma and Lauren. The Van Horns attend White Hall United Methodist Church and enjoy contributing for fundraising for the annual fall festival by helping to produce over 80 gallons of handmade ice cream. Todd enjoys spending time with his community of neighbors and serves his neighborhood by plowing and salting roads every winter.
