A Shenandoah County native, Dr. Conrad A. Helsley represents the county on the Board of Directors. He was elected in June 2019 and is currently the Secretary/Treasurer of the board. He also serves on the Finance Committee. Conrad holds the Director Gold Certificate, the highest level of board certification.

After attending the Medical College of Virginia, he practiced for three years in a dental practice in Strasburg before starting his own in Woodstock. He worked 40 years before retiring. Conrad also owned several other businesses while in practice and continues to own a rental corporation for residential and business use.

He earned degrees in biology and chemistry from James Madison University and then graduated from MCV/Virginia Commonwealth University School of Dentistry. Conrad has served as president of the Shenandoah Valley Dental Association and is a Fellow of the Virginia Dental Association.

In the fall of 2019, he finished a 16-year, four-term run on the Shenandoah County Board of Supervisors, which he served as chairman for seven years. While on the Board, he was the vice chairman of the RSW Regional Jail in Warren County and the vice chairman of the Shenandoah County Social Services Board. He continues to serve as a member of the GO Virginia Region 8 Council covering the Shenandoah Valley from Winchester to Lexington along with serving on the board of the Northern Shenandoah Valley Regional Commission.

He is the former treasurer, vice president and president of the Strasburg Rotary Club, past president of the Strasburg Museum, as well as once serving as district finance chairman for the Shenrapawa District Boy Scouts and the Shenandoah Memorial Hospital Foundation.

Conrad lives in Strasburg with his wife, Esther. The couple have one adult daughter and three grandchildren.
