Weatherization Assistance

two workers installing weatherization elements in a homeThe Income-Qualifying Weatherization program is designed to help qualifying residential SVEC members save energy and money while making homes more comfortable, safe and healthy. This no-cost program is administered by Community Housing Partners (CHP) Energy Solutions and uses federal Weatherization Assistance Program funding and supplemental funds from Old Dominion Electric Cooperative to deliver no-cost energy efficiency services to income-qualifying households.

Improvements may include but are not limited to:

  • Home energy audit
  • Health and safety check
  • LEDs
  • Attic, floor, and sidewall insulation
  • Water tank wrap and hot water pipe insulation
  • Whole-house air sealing
  • Duct sealing
  • Tune-ups to heating and cooling systems

Eligibility

Household income limits are set by the Virginia Department of Housing and Community Development with households qualifying automatically if they receive Supplemental Security Income, TANF or fuel/energy assistance. Owner-occupied, rental and mobile homes with SVEC service are all eligible.

Multi-family apartment housing is also eligible for the federal Weatherization Assistance Program when the units are individually metered and 66% of residents meet income-qualifying guidelines, or if the property is HUD-DOE approved.
