Tom Handley is the cooperative’s director of finance and accounting. He joined the cooperative in July 2021.

Tom grew up in the Shenandoah Valley and holds a master’s degree in accounting from Liberty University. He served four years in the Air Force, with tours in New Mexico and Korea. He worked as a principal public utilities accountant for the State Corporation Commission for about 10 years, tasked with auditing books and records, managing audit teams, filing testimony and exhibits, and testifying on behalf of the SCC on many natural gas distribution, electric and water/sewer investor-owned utility rate cases.

Before joining SVEC he worked at Rappahannock Electric Cooperative as its director of regulatory affairs. In this position, Tom was responsible for the administration of all regulatory matters, pilot programs, compliance filings, development and administration of rate adjustment clauses, co-op rates, rate case management, and terms and conditions, and provided rate and contract assistance to key accounts. He was also involved in several large projects such as an analysis of REC’s line extension program and was a member of the cooperative’s fiber/broadband team where he was responsible for regulatory matters affecting the project.

Tom lives in Rockville with his wife, Kathy.
